You are going to work in another country temporarily
If you are going to work in another country temporarily, you can remain insured under the social insurance system of the country where you live and work as a self-employed person. This situation is called a posting, and there are specific rules for it. There may also be additional rules if you hire in workers or if you have a construction company.

If you work temporarily in Belgium as a posted worker, you will remain insured under the Dutch social insurance system for the temporary period you work in Belgium.
Apply for an A1 certificate
If you are posted to work in another country, you will need an A1 certificate. This certificate shows that you are still insured in the Netherlands, and that you do not have to pay social insurance contributions in Belgium. You can get an A1 certificate if:
- you were covered by Dutch social insurance for the period leading up to your posting
- you have the nationality of a country in the European Union (EU ) or European Economic Area (EEA )
- the posting period is not longer than 24 months
You apply for an A1 certificate to the Sociale Verzekeringsbank (SVB).
If you work temporarily in Germany as a posted worker, you will remain insured under the Dutch social insurance system for the temporary period you work in Germany.
Apply for an A1 certificate
If you are posted to work in another country, you will need an A1 certificate. This certificate shows that you are still insured in the Netherlands, and that you do not have to pay social insurance contributions in Germany. You can get an A1 certificate if:
- you were covered by Dutch social insurance for the period leading up to your posting
- you have the nationality of a country in the European Union (EU ) or European Economic Area (EEA )
- the posting period is not longer than 24 months
You apply for an A1 certificate to the Sociale Verzekeringsbank (SVB).
You have a construction company
If you work in the construction industry, special rules apply to posted workers. You can find these regulations in the German Posted Workers Act (Arbeitnehmer-Entsendegesetz; AEntG).
If your company is classified as a construction company by SOKA-BAU (paritarian social funds of the German construction industry), or if you work on a German construction site, you should register this with the Holiday and Wage Compensation Fund of the Building Industry (Urlaubs- und Lohnausgleichskasse der Bauwirtschaft; ULAK). If you work temporarily in the Netherlands as a posted worker, you will remain insured under the Belgian social insurance system for the temporary period you work in the Netherlands.

If you work temporarily in the Netherlands as a posted worker, you will remain insured under the German social insurance system for the temporary period you work in the Netherlands.
Apply for an A1 certificate

- you were covered by German social insurance for the period leading up to your posting

- the posting period is not longer than 24 months
If you require an A1 certificate, you can apply to the German Krankenkasse where you have taken out voluntary insurance. If you have private health insurance, you can apply to the Deutsche Rentenversicherung (DRV) for the certificate.
You hire in temporary workers
If you hire in people to work in the Netherlands temporarily, you are legally required to register your company with the Trade Register (Handelsregister) of the Dutch Chamber of Commerce (Kamer van Koophandel; KVK). If you hire workers in from a Dutch company, check first to see if that company is also registered with the KVK.
