The Pension and Benefit Board (PUR)

It is the statutory duty of the PUR to:

  • take decisions on applications from people who have not been awarded financial support in the past
  • determine policy
  • advise the SVB in situations where there is no established policy

The PUR must meet the conditions set out in the Dutch Senior Executives in the Public and Semi-Public Sector (Standards for Remuneration) Act (WNT).

The members of the Pension and Benefit Board

The PUR is made up of 5 members taken from the different groups covered by the laws and schemes for members of the resistance and victims of war, but they do not receive any benefits under these laws or schemes themselves.

Chair Dineke Mulock Houwer died on 7 March 2025.

Policy

One of the PUR’s statutory duties is to determine policy. New and amended policy is laid down in the Policy Rules and the Annual Report. The policy rules are published every year in the Dutch Government Gazette.

Annual Report

The PUR Annual Report contains an overview of PUR services and administrative activities.

The PUR’s most important policy decisions can be found in the ‘Appendix: Application of the Law and Case Law', which also includes a selection of judgments issued by the Central Appeals Tribunal.

Open Government Act

The Open Government Act (‘Woo’) gives everyone the right of access to government information. The Act requires the government to disclose documents and make them available to the public. The public has the right to request information from us by submitting a ‘Woo request’. We will then disclose that information unless we are not permitted to do so.

Woo requests for information about the Pension and Benefit Board can be submitted to the SVB via https://www.svb.nl/nl/over-de-svb/wet-open-overheid. It is important that they clearly state that they concern requests for information about the Pension and Benefit Board.
